Heat water in a pot until boiling and put tomatoes in the pot, cook them for a while, take them out, let them chill, peel them and cut hem into little pieces.
Heat the oil and in a pan and fry the finely chopped onions.
Clean the bell peppers and chop them in little pieces and add them to the onions and cook for 10 minutes.
Add the rice, tomatoes and broth, season with bell pepper powder, salt and pepper and simmer for 20 minutes.
If the liquid should reduce to much add some broth and serve hot.
